Non-Motorized Transportation Plan
Help make Hughson a great place to bike and walk!
The City is working with Fehr & Peers, a transportation consultant, to develop Hughson’s first city-wide plan for walking and bicycling. These forms of transport are low-cost, quiet, non-polluting, healthy, and ideal for many trips.
This plan will affect your streets and your biking and walking environments. Your input will directly affect decisions about where bicycle paths and walking improvements are needed and the long-term vision of the plan.
You and your children can walk and bike for recreation and for commuting to work and schools. Jobs and shops in the industrial area and downtown, as well as schools are close enough to walk and bike to. Tell us what prevents you (and your children) from walking and biking more.
What will the plan do? What is included?
The plan will establish a blueprint for completing a system of walkways and bikeways, support facilities (such as bicycle parking) and education programs. It also includes pedestrian facilities, likes sidewalks and crosswalks. The plan will be the official policy document on enhancing bicycling and walking as transportation options for Hughson residents.
The plan’s elements include:
- Goals and Policies that relate to the creation of a bicycle and pedestrian network.
- Existing Conditions of the bicycle and pedestrian networks in the City.
- Pedestrian Network Needs Analysis documents the existing pedestrian network, including accident data and opportunities and constraints.
- Bicycle Network Needs Analysis documents the existing bicycle network, including accident data and opportunities and constraints.
- Proposed Bicycle Network presents the proposed bicycle network within and connecting to the City of Hughson.
- Bicycle Support Facilities discusses recommended bicycle parking, showers and lockers, and other amenities.
- Safety and Education discusses measures to increase safety of bicyclists and pedestrians.
- Prioritization of Projects presents methods to prioritize non-motorized transportation improvements.
- Funding and Implementation discusses funding mechanisms available to facilitate implementation of improvements.
What has already been done?
Assessments of existing conditions have been done. You review is needed to make sure these assessments are accurate.
We have a draft future bikeway system map. It only includes the regional bikeways from StanCOG (the Stanislaus Council of Governments) and the bikeway along Hatch Road suggested in the City of Hughson General Plan. We need your input on other future bikeways!
We need your suggestions on improvements needed for walking in Hughson. We have identified many locations and need you to add others!

Provides a completely separate right-of-way and is designated for the exclusive use of bicycles and pedestrians with vehicle and pedestrian cross-flow minimized.

Provides a restricted right-of-way and is designated for the use of bicycles with a striped lane on a street or highway. Vehicle/pedestrian cross-flow is permitted.

Provides for a right-of-way designated by signs and/or pavement markings for shared use with traveling motor vehicles (cannot be shared with parking).

The following are documents that you should add your input to:

– Documents gaps in the sidewalks.
|
|
|
– Evaluates how what types of facilities pedestrians need, what the ideal crossings are, and what improvements are needed.
|

– Evaluates how many bicyclists there are currently and how many more that can be expected with more development, what types of facilities bicyclists need, and where bicyclists need those facilities to connect to.

– Identifies the types and locations of bicycle facilities as suggested by the Stanislaus Council of Governments (StanCOG) Bike Action Plan and the City of Hughson General Plan. We need your suggestions on where bicycle facilities are needed!

– Describes programs that would educate children on how to ride safely and would provide safety equipment.

ROLLAND STARN PARK
Location: On the 1700 block of Tully Road.
Playground equipment for the kids, BBQ facilities, and bathrooms. Increased to 8.2 acres, currently under construction. Additional recreational facilities coming soon.
CARRIE SCHRADER PARK
Location: On 7th Street next to the Hughson Youth Center Pool.
Playground equipment and other park improvements recently completed. This was accomplished by a joint effort between the Hughson School District and the City.
