City of Hughson 2007 Contractor List
In accordance with the California Uniform Public Construction Cost Accounting Commission, the City of Hughson, California has solicited contractors to participate in the City's list of qualified contractors pursuant to Section 22034 of the Public Contract Code.
The City's List consists of those self identified firms which have submitted a standard form and have identified areas in which they are qualified, as well as the City's existing list of firms which hold business licenses in the City of Hughson, and those firms which may be periodically identified and added to the list.

Mission Statement
The Public Works Department's primary goal is to provide for the public's safety. We maintain, improve, and repair the infrastructure of the City in a cost effective manner while planning to meet future needs. We do this by optimizing the use of resources allocated by the City Council.
This Department is responsible to design, maintain and operate public infrastructure systems and facilities including the City's equipment, vehicles, buildings, parks and streets. The Department will also continue to ensure a healthy environment for our citizens. We provide safe clean parks for recreation, an ample supply of safe drinking water, and an effective sewage disposal system. Capital Improvement Program
Water Storage Tank Project - Work is underway on the design and construction of a water storage tank. The purpose of the new storage tank is to provide sufficient supply and pressure to meet the high demands of fire flows. Construction is scheduled for 2006.

The Project Progress Reports
Charles Street Project - Phase I of the Charles Street Project between Pine and Hughson Avenue begins on August 1,2005. This Phase included street paving, curbs and gutter work. Phase II which will complete the project by finishing sidewalks and landscaping will begin this fall. The project is scheduled to be completed by early 2006.
Hughson Avenue Streetscape Project - Preliminary Engineering and Environmental Reviews are currently underway. The project will provide sidewalk improvements along Hughson Avenue. The first two phases have been funded and are scheduled for construction in 2006. These include Hughson Avenue from Third Street to Charles and Hughson Avenue from Charles to Fourth Street.
Solid Waste
The Public Work Department oversees the collection of solid waste within the city. Household and Commercial refuse is collected under franchise agreement with Waste Management, Inc. Residential service consists of a 3-cart system that includes green waste, recycling, and general refuse in separate containers. Residential refuse is required to be taken to the Waste to Energy Plant, administered by Stanislaus County.
Collection days are Mondays or Tuesdays, depending on where you live within the City.
Commercial collection is according to the needs of the customer.
Household Refuse Collection
Household refuse is collected weekly. On Monday for residents south of Fox Road and on Tuesday for residents north of Fox Road. Residential services can be applied for, discontinued, or changed at the front counter of City Hall.
Industrial Waste
While all residential and commercial refuse is collected under an exclusive franchise, Industrial Wastes, which includes Construction and Demolition Wastes, may be collected by any firm which holds both a current and valid Industrial Waste Collection Permit and a City of Hughson Business License.

Storm Collection System
In general, the storm water collection system gathers up surface water at various locations through out the city and routes it northwards to the Turlock Irrigation District Canal at Hatch Road.
This system consists of drainage inlets throughout the city that pass water through collection pipe to any of a number of detention basins. These basins serve to temporarily hold a portion of the storm water which in turn lessens its immediate environmental and economic cost impacts further along in the system.
Consistent with current urban planning practice, storm water basins and park sites may be combined to provide dual use.

Projects
The current storm water collection system is largely the result of those storm water improvements required on newer developments which left older portions of the city under served by less effective collection facilities. Future projects to upgrade the storm water collection system are financed though the Storm Water Capital Improvement Account, which is under Fund 10 of the City Budget. As adequate funding becomes available, improvement projects are planned and scheduled under the City's Capital Improvement Program.
Streets and Traffic
The Public Works Department is responsible to maintain approximately 22 miles of streets in the city.
Buildings and Grounds
The Public Works Department maintains public buildings and grounds. These include, the City Hall and Police Station, the Senior Center, the Community Center, the City's Corporation Yard, and Waste Water Treatment Plant, and Starn Park.
Drinking Water
The Public Works Department operates and maintains the city's public water supply. This system consists of four wells and a distribution network of water mains throughout the city. Plans are currently underway in 2005 to add a fifth well, and to install a storage tank into the system in order to provide an adequate supply for both domestic use and fire fighting demands.
Consumer Confidence Report
The city water system is regulated by the California Department of Health Services which requires the city to prepare an Annual Consumer Confidence Report on the quality of the water being provided to consumers.
Water Conservation
The City has enacted a Water Conservation Program to help preserve this valuable resource, reduce environmental impacts from overuse, and hold down the cost to our residents in providing their water supply. Administration
The Director of Public Works administers the work of the department, and represents the city in a variety of Public Works issues.The Public Works Department is responsible to maintain the vehicular fleet and general equipment own by the city.
Clean Air Vehicles
Compressed Natural Gas Vehicles was added to the the City's fleet in 2005.
