CALIFORNIA BROWN ACT
This agenda shall be made available upon request in alternative formats to persons with a disability; as required by the Americans with Disabilities Act of 1990 (42 U.S.C. Section 12132) and the Ralph M. Brown Act (California Government Code Section 54954.2).  Persons requesting a disability related modification or accommodation in order to participate in the meeting should contact the City Clerk at (209) 883-4054, during regular business hours, at least twenty-four hours prior to the time of the meeting.
 

RULES FOR ADDRESSING CITY COUNCIL 
Members of the audience who wish to address the City Council are requested to complete one of the forms located on the table at the entrance of the Council Chambers and submit it to the City Clerk.
 

PUBLIC COMMENT
Members of the Audience may address the City Council on any item of interest to the public pertaining to the City and may step to the podium, state their name and address and make their presentation.  Please limit presentations to five minutes.  Since the City Council cannot take action on matters not on the agenda, unless the action is authorized by Section 54954.2 of the Government Code, items of concern which are not urgent in nature can be resolved more expeditiously by completing and submitting to the City Clerk a “Citizen Request Form” which may be obtained from the City Clerk.

                     a)                 Approval of Warrants.
                     b)                 Approval of Resolution No. 07-242, approving Task Order 2 with Associated Right of Way Services for Property Appraisal Services in the Acquisition of Site for City Water System Facilities

                     c)                  Approval of the following Resolutions regarding Annexation of 7030 Hughson Avenue into Assessments Districts:
                                         1)         Resolution No. 07-246, Initiating Proceedings for the Annexation of Territory into the Central Hughson Landscape and Lighting District and Ordering the Preparation of an Engineer’s Report.
                                         2)         Resolution No. 07-247, Initiating Proceedings for the Annexation  of Territory into the Central Hughson Benefit Assessment District and Ordering the Preparation of an Engineer’s Report.
 
2)         Presentation of Certificates of Achievement to the Members of the Hughson Heat Fast  pitch Softball Team for winning the National Softball Association State Championship on November 10 and 11, 2007.
 
3)         Introduction of two new Deputies, Lowell Barber and Garth Sutton, by Chief Rasmussen.
 
4)         Consider Resolution No. 07-226, to accept improvements and authorize the City Clerk to file a Notice of Completion for the Fontana Ranch South Subdivision.

5)         Consider the following options regarding direction on the Waste Water Treatment Plant Upgrade Project:
 
            a)         Resolution No. 07-243, to Proceed with the Completion of Design and Bidding for the Waste Water Treatment Expansion Project and Award Task Order 7 to Carollo Engineers in an amount not to exceed $1,283,075 for completion of all design and bid documents for the Wastewater Treatment Plant   Upgrade and Expansion Project, or
            b)         Resolution No. 07-244, to Proceed with the Completion of Design and Bidding for the Waste Water Treatment Rehabilitation Project and      Declaring the Need for a Building Moratorium and Award Task Order 7 to Carollo Engineers     in an amount not to exceed $1,729,204 for completion of all design and bid  documents for the Wastewater Treatment Plant Rehabilitation Project, or
            c)         Resolution No. 07-245, Declaring the need for a Building Moratorium.
